In the final part of our series on Dr. Ensley’s critical findings, we explore the most recent report, which exposes the dire circumstances facing Billy and Tina, the last remaining elephants at the LA Zoo. Years of poor conditions and mistreatment have led to severe physical and mental suffering, with two elephants passing in the last year alone. Billy’s Early Abuse and Mental Distress:
- “Billy received training nearly identical to a circus elephant… including the use of block and tackle, bullhook, and chaining on concrete for prolonged periods. His history of abuse is irrefutable.”

Severe Joint and Foot Problems:
- “Combined with stereotypic behavior, painful arthritis, and degenerative joint disease, these conditions have led to chronic abscessation, ultimately risking life-threatening digital bone infections.”

Lack of Proper Surface Conditions:
- “The compacted sand surface is no different from asphalt or concrete… and is incompatible with an elephant’s evolutionary need for a yielding, pasture-like substrate.”

Necropsy Findings on Deceased Elephants (Jewel and Shaunzi):
- Jewel: “The necropsy report reveals a ‘distal colonic obstruction by impacted fecal bolus’ and several chronic health conditions related to improper care.”
- Shaunzi: “Advanced degenerative joint disease and sole ulcers were observed post-mortem, further validating the severe inadequacy of the exhibit's unyielding substrate.”

USDA Report’s Silence on Elephant Health:
- “The USDA inspection report seven months after Jewel’s death failed to document any observations on the elephants’ health, care, or well-being.”
