In this follow-up report, Dr. Ensley reiterates that Billy’s environment continues to worsen his health, with persistent foot issues, stereotypic behaviors, and unsuitable living conditions. The report also reveals troubling health declines among female elephants Tina, Jewel, and Shaunzi due to inadequate care.
Since Dr. Ensley's report, two elephants, Shaunzi and Jewel, have died at the Los Angeles Zoo. Had the LA Zoo listened to Dr. Ensley's warning that relocation to a sanctuary was essential, Jewel and Schaunzi would be alive today.

Billy’s Persistent Foot Cracks and Pain:
“The full-length crack on Billy’s right rear foot toe persists and appears more serious, likely never to heal under current conditions, leaving him vulnerable to infection.”

Mental Health Indicators Unaddressed: “Billy continues to display stereotypic behaviors as a longstanding indicator of compromised welfare, repeating head-bobbing and swaying daily.”

Tusks Cut with No Documentation: “Billy’s tusks have been cut or shortened for unknown reasons, which may have been to ‘even up’ for cosmetic purposes.”

Physical Deterioration of Females: “Tina, Jewel, and Shaunzi have lost body condition, with notable muscle mass loss along their backs, showing clear signs of physical decline.”

Lack of Effective Changes: “Sand piles were introduced in the enclosures, but during observations, none of the elephants were observed using them. This is no substitute for a natural substrate.”

Joint Disease in All Elephants: “Radiographic studies confirm osteoarthritis and degenerative joint disease in all elephants, further reinforcing the need for sanctuary relocation.”
